De Ligt, 25, becomes the club’s third signing of the summer after the arrivals of Leny Yoro and Joshua Zirkzee.
He has insisted that manager Erik ten Hag will be able to get the best out of him at Old Trafford.
The Dutch defender said: “As soon as I heard that Manchester United wanted me, I felt an excitement about the opportunity for a new challenge at such an historic club.
“In the conversations that followed, I was impressed by the vision that the football leadership set out, and the role they saw for me in it.
“Erik ten Hag shaped the early stages of my career, so he knows how to get the best out of me and I cannot wait to work with him again.
“I know what it takes to succeed at the highest level, and I’m determined to continue that record at this special club.”
The announcement of fellow Bayern star Noussair Mazraoui, 26, quickly followed as he will replace Aaron Wan-Bissaka, who has joined West Ham.
The deal to sign De Ligt is believed to be around £45million, while Mazraoui’s signature cost just £15m.
Mazraoui said: “It’s an incredible feeling to be a Manchester United player, and I cannot wait to walk out at Old Trafford wearing the red shirt.
“I know that I’m joining the club at an exciting time; everyone I’ve spoken to has the same ambition for us to win trophies together and I can feel the determination to achieve that.”
The two players have signed from Bayern Munich
De Ligt’s contract will run until June 2029 with an option for a further year, while Mazraoui’s will last until June 2028, also with an option.
Both players are former Ajax team-mates and played under Ten Hag in the Dutch capital for several seasons.
They will now be hoping to slot straight into the starting XI when United welcome Fulham to Old Trafford on Friday night.
And Ten Hag now boasts five former Ajax players in his squad after also signing Andre Onana, Antony and Lisandro Martinez.
With the acquisition of Euros star Zirzkee this summer, United’s ties to the Netherlands have further strengthened.
As one of Ten Hag’s new assistants, fan favorite Ruud van Nistelrooy has joined Rene Hake.
Days after United’s Community Shield loss to Man City on penalties, the team announced its new additions.
